Pues yo tenía el problema de que el bluetooth siempre estaba apagado. Voy a configuración->Bluetooth y cada vez que intentaba apagarlo solo volvía a apagado un rato después. Probé con este comando:
aptitude install bluetooth
y luego ejecute
/etc/init.d/bluetooth start
después de eso ejecuté /etc/init.d/bluetooth status y esto es lo que muestra:

Parece mejor, pero sigue sin funcionar. Cuando voy a la configuración de Bluetooth siempre está apagado. Después de pulsar inicio se queda como la siguiente imagen:
PD: Se que no es un problema de hardware porque si arranco con windows 10 funciona correctamente.
Creo que teníamos el mismo problema. Mi Bluetooth no se encendía y se quedaba en la posición de apagado. Esto es lo que hice para solucionar este problema:
service bluetooth restart
Esto reinició el servicio Bluetooth y yo era capaz de encenderlo y permanecer en. También pude ver los dispositivos Bluetooth y conectarme a mis auriculares de nuevo.
Hace unos minutos tuve el mismo problema, hasta que reinicié el servicio Bluetooth desde la terminal como usuario root. Lo arreglo escribiendo en la terminal:
sudo service bluetooth restart
En sistemas systemd:
sudo systemctl restart bluetooth
Luego vuelve a ajustes y en el menú bluetooth, tendrás los dispositivos disponibles.

Abre Leafpad y copia&pega este texto y guárdalo como bt
sin extensión, por ejemplo, .sh o cualquier otra cosa en la carpeta /bin

Vaya a la carpeta /bin/
y busque bt
.
