Depois de reiniciar o Apache, eu ainda não recebo nenhum erro/aviso.

Eu mudei o erro_reporting em php.ini
de:
error_reporting = E_ALL & ~E_DEPRECADO
para
error_reporting = E_ALL | E_STRICT
Depois disso, reiniciei o Apache, por exemplo.
/etc/init.d/apache2 restart
Mas a página ainda não exibirá erros/avisos de qualquer tipo.

O seguinte script está gerando um aviso porque o $err está dentro da declaração if. Por que esse aviso não está sendo exibido na página PHP em um navegador da web?
Tenho de olhar para os registos dos Apaches para ver o aviso. Além disso, se eu mudar deliberadamente o "inserir em" para "apagar em", ele não exibe um erro na página do PHP. Por que os erros não são exibidos na página real do PHP?

Os erros de exibição podem ser desligados no php.ini
ou no seu arquivo de configuração do Apache.
Você pode ligá-lo no roteiro:

Também don'não se esqueça de colocar display_errors em
display_errors = On
Depois disso, reinicie o seu servidor para o Apache no Ubuntu:
sudo /etc/init.d/apache2 restart
Coloque estes em php.ini

A partir da sua página PHP, use um filtro adequado para relatórios de erros.
